Facilitating the Fair Distribution of $1B in Grant Awards

Challenge

Build Back Better Regional Challenge (BBBRC) is the marquee of the Department of Commerce’s Economic Development Administration’s (EDAAmerican Rescue Plan programs that aims to boost economic recovery from the pandemic and rebuild American communities, including those grappling with decades of disinvestment. EDA solicited our grants team’s support to conduct a systematic, independent evaluation of the BBBRC 483 grant applications. 

Discovery & Design

Our team members collaborated with the EDA to develop a shared understanding of the scoring criteria and build consistency and fairness into the subjective review process. We conducted 973 merit reviews and developed a detailed analysis of both application scores and applicant demographic data (e.g., support region). Our data analytics team built a scenario modeling tool enabling the EDA to make a more informed decision when building its final cohort to include analyzing how funding scenarios would impact three specific categories of underserved entities: Persistent Poverty Counties (PPCs), rural counties, and Opportunity Zones (OZs) served.

Enabled EDA to distribute $1B in funding across 60 finalists using consistent and fair evaluation criteria.
