USAID India’s Strategic Purchasing for HIV/AIDS – Complete

Problem Statement

USAID India is looking for new approaches to optimize the government of India’s HIV efforts using strategic purchasing while leveraging the private sector.

Activity Approach

  • Identify and design an outcomes-based strategic purchasing model​
  • Model, iterate and refine the model through quantitative testing and stakeholder engagement​
  • Provide planning support for the preliminary roll-out​
  • Conduct a comprehensive assessment, to include an analysis of funding flows​
  • Help identify potential partners that can provide implementation and legal support (if requested)​

Activity Outputs

  • Conducted a detailed market assessment into the HIV treatment landscape in Thane & Pune districts – including 30+ KIIs, field visits, PLHIV interviews, ORW surveys.
  • Identified & finalized a private sector contracting model along-with NACO & MSACS for providing improved access & quality to public sector PLHIVs.
  • Conducted provider landscape analysis for both the private and public sector
  • Designed a pilot program to test the private sector contracting model – and to undergo implementation of the pilot program.

Impact to USAID

Results from the pilot activity will provide USAID and NACO evidence to facilitate pan-India scale up of the model – with assessment of key metrics such as treatment adherence, retention and viral load suppression
