The Human Capital and Training Solutions (HCaTS) Program is composed of three IDIQ governmentwide contract vehicles which allow all federal agencies to quickly procure best-value, high-quality services in human capital, training and development, and customized organizational performance improvement.

This BPA focuses on optimizing the integration and execution of CMS policies and activities across CMS components, including new program initiatives. This includes operational processes to support strategic planning and execution including the tracking and monitoring of CMS performance, and services to promote accountability, communication, coordination, and facilitation of operations to address cross-cutting issues.

The Market Access and Innovative Finance (MAIF) is a $40M buy-in mechanism that supports the Center for Innovation and Impact (CII) at USAID’s Global Health Bureau in providing innovative financing and market access support to improve health outcomes for USAID operating units and Missions. MAIF’s available expertise includes market research, strategy and introductions, market shaping analyses, financing strategy, investment brokerage, and value-based care. Rios as the prime contractor works directly with CII and is supported by a consortium of partners with specialized and complementary experience and expertise in global health, strategy, access to finance, supply chain, health innovation pilots, and organizational development.
The VHA Integrated Healthcare Transformation (IHT) contract is a 10-year $1 billion IDIQ that offers teams across the Veterans Health Administration access to high-quality support for healthcare transformation efforts. Rios Partners is available on the VHA IHT IDIQ as the Managing Venturer of RB Management Consultants (RBMC): a Joint Venture between Rios Partners and the Boston Consulting Group (BCG) and one of six prime contract holders on the VHA IHT IDIQ. As RBMC, Rios Partners directly provides rapid on-demand and comprehensive enterprise-wide support to VHA across multiple disciplines and task orders. On IHT, RBMC leads a team of over 50 leading consulting firms, nonprofits, and academic institutions with the experience and expertise to provide end-to-end solutions to VA.
The Business Operations Optimization and Modernization (BOOM) BPA provides FDA customers enterprise-wide access to services that support the analysis and improvement of business operations and human infrastructure. BPA task areas include: Strategic Planning, New Business Model Development, Organizational Change Management, Policy Effectiveness Studies, Resource and Risk Modeling, Program and Project Management Support, Performance Management Services, Knowledge Management and Training to Support Organizational Development, Coaching and Mentoring, Project Transition Services. The BPA aims to enable the FDA to optimize and modernize its business operations to align with its strategic priorities and increase its effectiveness.
